DynamoDB databases are Highly available by default unlike RDS so to ensure HA you should focus on enabling Multi-AZ on the RDS PostgreSQL

Generally speaking, billing spikes come when you leave EC2 running, when EBS snapshots continues piling up, and also with NAT Gateway data transfer. S3 data transfer and CloudWatch logs can also grow without you noticing it. Background services and logs are common causes behind cost spike.

Disaster recovery is necessary for projects that under go a lot of damages, like revenue loss, or trust loss, when downtime occurs. However, for most small projects regular backups and snapshots are enough.

Auto Scaling will add real value when your traffic becomes unpredictable or downtime are frequent. However, for small projects, it is usually unnecessary. When you enable it too early, you might have to deal with complexity, extra services, and surprise costs.

I don't think basic hosting can be compared with Cloudwatch based on the features and performances. CloudWatch is advance service that offers deep, real-time metrics, logs, and customizable alarms across many services. Basic hosting tools usually show simple server stats like uptime and traffic.

I have. I think every one, especially beginners, should start with free tier to see whether it works for you or not, or whether it is appropriate service for your projects or not.

I believe it depends on how fast you can grab the technicalities related to AWS. Perhaps, along with learning how to use it, you can start using Free Tier, so that you can learn from your personal experience rather than reading knowledgebase articles or watching videos.
