I think new user should start with Free Tier. You can use AWS for free for upto 6 months. You can get $100 free credits for just signing up. As you explore other services, you can also get $100 additional credits. I think in 6 months you would be able to determine whether AWS is for you or not.

I haven't used AWS because I run small sites, I do not have a necessity of lot of resources for my site. But if my sites grow big, I would certainly consider AWS. I think AWS is more appropriate for larger web projects that need a lot of security and storage.
